State Specific Onboarding Tasks

In configuring the enterprise onboarding, the client will need state specific tax and other legal forms.  Right now it looks like we will need to create a fast formula to identify if they work or live in a specific state, an eligibility profile to attach the formula, and an onboarding task for every state.  Is there a better way to do this?  We will be looking at loading the formulas and the tasks by HDL though wanted to see how others were handling these kinds of onboarding tasks.  With something so standard for onboarding, it would make sense to have
