Does Offset Days feature/option work for 'Hire' action ?

Offset days does not allocate tasks prior to the Hire date

Use case :

Client wants a Task to be assigned prior to the Hire Date. Going by what is given here "https://docs.oracle.com/en/cloud/saas/human-resources/20b/faigh/checklists.html#FAIGH3491096"

We have set the 'Enterprise Onboarding Step' with two tasks, one task with offset days -5 ( expecting the task to be allocated 5 days prior to the Hire date ) and another task without an offset 

and did not change anything on Days for Initiation. However this did not allocate the offset task to the Employee prior to the Hire date
