Unable to see Internal Candidates in Manage Job Offer

I have hired few Internal Candidate in ORC but their record/name is not showing in 'Manage Job Offers' under My client group. Due to this unable to add the work relationship/ add assignment post hired. Before 21A upgrade it was showing Internal candidate in Manage Job Offers post hired. 

Please let me know if anyone also experiencing this issue and what is root cause?
