Candidate Security Profile to view only External candidates details in 'Candidate Search'

Hi All,
Our customer wants to restrict candidate search options to view only external candidates for few users.
1) We have created a Candidate security profile with Person Type as External candidates, added this to a custom data role. 2) Have assigned this data role to an user. When tested, this user able to view external and internal candidates. 3) ORA_IRC_CANDIDATE_SECURITY_ENABLED profile option is also enabled.
Still this is not working as expected! Any suggestions.
