Hide Language Section to candidate but should be visible to recruiter

Hi Everyone,

 

Is it possible to hide the language section for candidates when they will apply for Job? but it should be visible to a recruiter to fill in some details on behalf of a candidate.

 

So I have created a Job Application flow and I haven't selected a language black and It is not visible to candidates when they apply for Job but it is also not visible to the recruiter. we want to make it visible for the recruiter so they can fill in details on behalf of the candidate. Is this possible to achieve the same?
