Missing Salary Report on OTBI

Hi all.
I'm trying to build a simple report on OTBI that reports the employees who are missing salary at the current date.
I tried to use both Compensation - salary details RT and Compensation - Salary history subject areas, but in both of them if i add the salary field to the report, then it filters out all the workers that have no salary record, and then I cannot report them.
I tried to play w the filtering and using COUNT(salary change date) but it doesn't help. any field that deals w salary in these subject areas (both attributes or measures) filters out ppl who don't have salary records at all.
