Can a non worker be a recruiter?

We are designing the best way to accommodate an RPO for the client. They will need to have recruiter access to the system but be separated as a population so they can be excluded from reporting etc, One of the methods we are testing is to have that population as non workers, however, when we created a requisition and searched for them in the recruiter field, the test users did not show up. Is there some way we can have non workers showing here and be recruiters for hiring?
