Internal candidate that applied with external email, unable to merge duplicate recrod due to requisition being filled


We have an issue whereby an internal candidate applied externally. As expected when the candidate was move to HR a duplicate was found and the application state moved to HR error during processing. When HR tried to merge the candidate record with the employee one we receive an error stating "Move is not allowed as requisition is in terminal state". 

This error is occuring becuase the requisition has moved to the Open-Filled state. I have reopened the requisition and tried the merge again but the candidate is no longer available in the manage job offers tile. I have tried to add the candidate to the requisition again but am unable to do so becuase the record already exists. I also do not have any option to return the candidate to a prior state so the candidate is stuck and we are unable to merge.
