I ran Start Compensation Cycle in nonPROD for testing and found into an error with Approval submission

Error Message: You can't submit your worksheet for approval until you first approve the worksheets of your subordinate managers. (CMP-1005044)

I have already removed the "Line Manager" comp role from the subordinate managers but user is still getting this error.

I want to start another new plan cycle to validate if this issue still exists.  When I run Start Compensation, the process status is Retrying.  I'm assuming this is because I already have a compensation cycle running perphaps? Do I need to close this current one in order to run another Start Compensation Cycle? How can I start another plan cycle to test?
