Unable to Create PR from CATALOG for all the item enabled for Internal Order -

All the items that is enabled for Internal request for the business users to create the IR , All that items are not able to create from the CATALOG.

ITEM A10000 is internal Ordered enabled.

User A can request the item from depart xyz

While the Store is selecting the same item from CATALOG to create the PR , it is defaulted as IR. Is there any way if Warehouse / Purchasing team select the item from CATALOG it will defaulted to PR instead of IR.
