Adding the greeting message or disclaimer on chatinlay

Is there a way to adding the greeting message or disclaimer on chat inlay.

Like for example something like 

The chat is being recorded for future purpose..

before you see the message on the chat inlay

You are position 1 in the queue, expected wait 0s
