How to re-open a job requisition after candidate accepted an offer

We have a scenario where a candidate had accepted a job offer a month ago, but has decided to pursue other employment options. The recruiters had already moved the candidate to Core HR using the Move to HR action, and also had closed or filled the job requisition. 

The pending worker for the user has been cancelled in Core HR. 

We now want to re-open the same requisition and continue to look for other candidates for the position. I noticed there is an option to re-open job requisition after it is filled, but this shows that an hire has been made and the candidate's application status shows as "HR, Processing in progress".
