Not able to perform unreferenced return Order on a star item

Not able to perform only unreferenced return Order on a star item (items are CTO models) but able to perform reference return without any issue for the same star item. When tried creating a unreferenced sales order on submission it is returning the error  "Order validation -- The value provided for the attribute INVENTORY_ITEM_ID is invalid. Value provided: ………."

Please suggest if it is a standard validation constraint or a resolvable error message
