TUPE transfers into the organisation are to be considered as new starters and reported as new starters to HMRC. I understand that the date passed onto HMRC in this case as their hire date is their transfer date. This is achieved by setting up their payroll relationship start date as their transfer date, which then gets sent to HMRC via FPS.

The issue we have here is, in order for us to honour their Ts&Cs from their previous employer under the TUPE agreement, we will need to load some of their balances from the previous employment i.e. say holiday, bonus hours, CSP etc. How can this be done going prior to their payroll relationship start date? Is this possible to achieve by any other method. What have other clients done with TUPE transfers?
