Vertex Validation for Locations (Manage Locations)

Hi All,
We have Vertex Implemented for one of the client for Canada. We have Geo validation in Place. When I create the Location Manually in UI, it will not allow me to save the location without providing right Location details.But when I load the Location using the HDL, it is surpassing the validation even if i provide a wrong Province or Postal Code for the Location Details, or even if I'm not giving any details like (Province, Postal Code or City) it is going ahead & creating the Location detail only with the Country detail. It is behaving strange.
