New 21A feature 'Create Vacancy' menu option not visible

In 21A there is a new feature “Create Vacancy from Action Menu for Managers” but when we tested this the feature was not visible . After digging in Oracle documents & google search we found an ongoing bug that custom roles can not see vacancy.

Did anyone else experience this - and why dont Oracle include known bugs in Release notes and update throughout the quarter so that customers not yet taken the Release can be prepared?
