Assessment result fast formula

Struggling to find a way to use fast formula to move a candidate based on the results sent back from an external assessment.
Scenario
The candidate is in Phase X State Y, and while dormant in that step, the results are sent back from the assessment partner. Based on that result we want the candidate to move to progress or decline, depending on the result. The fast formula is currently built as an action move on the state in the CSP.
From extensive testing, I cannot get this to work and I have read that the fast formula would only trigger when you enter the step. Meaning that when the results are sent back, the fast formula would not trigger. Is there a way around this?
