The document: Talent Review: Why Facilitator can see Employees Outside of his Data Security Access, During Conduct Meeting? (Doc ID 2581177.1)  indicates "Facilitator can only add workers to the review population for which they have data security access.  However, we have intentionally lifted all data security from the facilitator dashboard so they can seamlessly conduct a meetings for everyone in the review population."

This suggests that they should only be able to find and add people they have access to, but as a facilitator they can
