Submit a flow from within another flow

Is it possible to submit another flow from within an existing flow?

I see that there is a Submit a Related Flow under the Tasks.  What functionality is tied to this.  I tried to enter a flow that I would like to be submitted after this task completed, but although the task completed, I did not see the other flow submit.

Since we had to move from PBL to HDL, we are having difficulty automating processes that are updating existing Recurring elements.  In PBL we could do this in 1 step, but now we have to end date the existing element entry in one file and then submit another file to insert a new element entry for that recurring element.  This requires our team to remember to do 2 loads, where before they only had to do 1.  And we have to upload the same file twice.  Yes I know that they could save the Content Id that gets assigned, but
