Can we use SOA composer file to create rules in Expense Approval

We have large number of Expense Rules to be written for client and noticed that Expenses Module unlike Journals/Invoice doesn't have spreadsheet entry methods.  We normally migrate the Workflow rules using SOA Composer  from one instance to another. Can we use the jar file created to manufacture more rules instead of creating them manually in BPM. Has anyone explored this method and was it successful.
