Plan does not generate Internal Requisition

Summary

I'm testing a new plan, for a new organization and item but I can't get the plan to generate an Internal Requisition planned order.

I have an environment where we're interfacing Oracle EBS (on premise) up to Supply Chain Planning in the Cloud.

We have a new Operating Unit with 2 Inventory Organizations. The idea is that these 2 Inventory Organizations will have demands entered as Sales Orders and according to Sourcing Rules, Internal Requisitions will be created for others organization currently configured (and working).

The point is. I could get one Inventory Organization working perfectly but not the other. I'm going crazy here reviewing all the attributes and setups without any sucess so far.
