'Move' button disabled for custom role

Hi,

We have a custom role for 'Recruiting Assistant' where the role provides access to update job application, but view only access to candidate and requisition data.

The issue we are facing is that the 'Move' button is working fine all the way till Offer Phase.

Between Offer and HR, we have a 'Post offer screening' phase. When the candidate's job application is in 'Post offer screening' Phase, the person with this Recruiting Assistant role see the 'Move' button grayed out.

Not sure what we are missing to let 'Move' allowed for this role

All suggestions appreciated!

PS: 'Post Offer screening' is not a mandatory phase and 'Move Candidate Job Applications Skipping Mandatory Phases' is already available to this role.
