How to limit Legal Employer drop down options

Hello.

We ran a massive clean up of our legal employers and have limited the options to just four. In ORC, we noticed that under Offer Info section when creating a job requisition, the list of options under Legal Employer is numerous. This can be the cause of multiple errors if recruiters do not select correct value, especially when creating an offer with the wrong legal employer. 

We tried working around this by limiting the options under AoR for the custom recruiter role (using a combination of the seeded Recruiter and HR Analyst). But this turned out unsuccessful. Could anyone advise on other troubleshooting steps we can follow to resolve this?
