We use Mass Actions to complete activities but are finding that occasionally some users are not completing

We use Mass Actions to complete activities but are finding that occasionally some users are not completing.  We have not noticed any consistency in this behavior however we checked to see if it is a lag issue. AFter checking the following day the learners have still not completed.  After searching the Product forums we noticed others are having the same issues from a year ago, but have not noticed anything since.

Is anyone else experiencing this issue or have a workaround other than completing learners 1 at a time?
