eForms: Non-Standard Forms

We are a Taleo user that is experiencing issues with e-forms transferring to Oracle HCM. As a work around, we looked to create non-standard forms in Oracle HCM but cannot determine if there is a way to create them that doesn't require someone to download the form, fill it out and then upload it back into the system.
