Routing tasks to a proposed Line Manager

Is it possible to assign tasks to a proposed line manager before an employee starts a new assignment?

We currently have an "internal moves" checklist which contains a number of tasks for the proposed line manager, AOR and employee to complete befoe the employee changes assignment. We have experienced challenges with this because the checklist always goes the current line manager of the primary assignment. We have a number of employees who hold multiple assignments which further complicates matters.

Has anyone been able to acheive allocating tasks to representatives (Line Manager and AOR) for the proposed role in advance of the employee taking up their new assignment?
