Re-hires aren't getting the pre/onboarding check lists assigned

I have attached the screenshot to show how we have the pre-boarding checklist workflow set up. When we re-hire someone, they don't get the workflow (or the onboarding workflow) assigned to them at all. Not sure why, we have it set to "Add Pending Worker."

Any thoughts on how I might be able to fix this so the re-hires get it too?
