Unable to Preview Offer Letter, Move to next phase for Internal Candidates with 2 assignment records

Hi,

We found that we are not able to create job offer letters for Internal Candidates who have 2 Work relationships. Out of which 1 is Inactive. The Recruiter is unable to preview Offer Letter nor move the candidate to the next phase in the Job Requisition. How can this be fixed? Attached are the screenshots Please share your thoughts. Thanks in advance!
