Expense report auditing before manager approval

Hi

Our Customer wants the expense reports to be audited before manager approval. I currently see that the system has only two options when it comes to auditing: In parallel with manager approval (or) after manager approval.  Is there anything else I can do to audit expense reports before manager approval? Thanks for your help in advance
