How can I delay the Welcome email sent from OIC when we have Onboarding Checklist to trigger on Acti

Summary

Onboarding Checklist Task is triggering as soon as the Move-to-HR action is taken in ORC. We have built the welcome email to trigger through OIC in every 15 min. So the problem is that the checklist

Hi Team

In our Implementation we are sending the welcome email through OIC and this mail trigger in interval of 10 minutes. But out Onboarding task triggers as soon as the person becomes pending worker. So, the problem now is that the Onboarding Task is assigned first and the welcome mail is going after 10 min.
 
Is there any solution to overcome this issue? 
 
Our checklist is built on Action (Add Pending Worker) and Automatic Allocation is set.
