What is the Role which is only for Creating Requisition for Expense?

Hello Friends,

Is there a role which allows user to create requisition only for expense either using Smart Form or Create Non-Catalog Requisition?

I do not want those user should able to create requisition for Inventory Item.

Please suggest.
