How to use Visual Builder Studio

I'm a developer and wanted to test our Visual Builder Studio, on Oracle product page its asks to create a free oracle account to be able to use it, but after following the instrucitons, I spoke to a chat agent that informed me that by default Visual Builder is not included and i have to create a request for it to be added.

I'm hoping i'm in the right place to ask.
