How to merge candidates blocked due to In Progress screening requests?

Since 21B, it is possible to manually initiate or manually cancel partner requests related to background check, assessment or tax credits.
How this is helping merging candidates? Because candidates with in process requests cannot be merged. But with 21B came the possibility to manually initiate or cancel screening requests. which allow users with the appropriate privilege to cancel the requests and merge right away, without having to interact with partners.
Also, a job application having completed assessments in the past and possible future assessment planned in the candidate selection process doesn't prevent merging anymore.
