How are re-hires handled in ORC

I would like to know how you are handling the re-hires. Your comments could help solve my issue.
1. What is the best practice to hire a re-hire? Will this be done directly in Core-HR or should be done in ORC ?
2. If done in ORC, then, how will the system know that he is an ex-employee ? Do we need to do any configuration here ?
3. If the ex-employee applies through the career site, then if he applies with the old personal email id, then we can detect through duplicate check (i guess). but what if he changes email id and applies ?
