Question regarding EMP IDs between subsidiaries using TAM

With subsidiaries, that are using different EIN numbers, if an employee is transferring from the main company to the subsidiary, what will be the best and correct way to manage it? Would we consider creating a new EMP ID as a new hire or keep the original EMP ID with hire type transfer and a new EMP record?

Any information it would be appreciated.
