ICP not visible to Employee and Line managers

The Individual compensation plan is not visible to employee or line managers. When as an employee navigate to Me > Personal information > My compensation > Manage personal contribution > Add > Plan ( doesn't show any plans)

Admin can see those plans when clicked on Award compensation.

There is no eligibility profile attached and Restrict Plan Access is set to No.

Custom employee has Manage Person Compensation privilege. The plans are not seen through seeded Employee and Line manager role as well

Can someone please help what might be missing here?
