Overbudgeting message error doesn't appear if Distributed Budget Amount is blank

Hello experts,

I have noticed that in order to make the overbudgeting message error appearing in the system, line manager should have 0 as budget distributed amount (Manage Budget Page).
In this case, the system returns the error message as expected if the manager distribute budget when accessing compensation plan.

However, if the Distributed Amount in Manage Budget page is blank, line manager can distribute budget to direct and indirect reports even if the overbudgeting error is enabled and no budget has been allocated.

So it would mean that if managers doesn't have to manage budget, we have to massively load 0 as budget amount.
