Create Offer Action not available for Ex-Employees

Summary

When applicant is External candidate Create job offer action available. but when we try to hire and Ex employee Create job offer not appearing.

Hello,

We have one Requisition with ABC Name. 

We have 2 applicants one is External candidate and other one is Ex Employee

When Recruiter trying to created job offer for Ex employee that option is not showing, but for External Create job offer action is available.
