Manager not able to post past dated Individual Compensation for direct reports

We have created an Individual Comp Plan with Payment Start Date as "User chooses date" and added the action "Manage Individual Compensation" with Always Allow access level.

However when Manager logs in to Individual Compensation to allocate Individual Comp to their Direct Reports, they cannot use past date.

We need the ability for managers also able to allocate ICP for past dated entries to their Direct Reports.
