Cannot find workers in Administer Workers page

Hello experts,

I'm able to look for people when acting as proxy manager.

However, I cannot find employees when searching for them in the Administer Worker page.

The custom role has already Administer Workers privilege. Which other duty/privilege can allow me to look for employees in the Administer Workers page?
