Custom Payroll Flow and Dependent Parameters

Hello
We are creating a custom payroll flow to trigger a BI Publisher report. In addition, payroll flow parameters are set up to send to filter the BI report.
There are four parameters as of now, each set up as a value set and dependent on each other in the following order -
1) Param1
2) Param2
3) Param3
4) Param4
However, I've noticed in the Param4 valueset, despite the Param3 parameter having a value selected a NULL value is returned (Did a quick test by adding a where condition such :{PARAMETER.Param3} IS NULL and that returns the data). As a result, the values for Param4 don't populate correctly.
