Automating employee referral bonuses

Is there a way through ORC to automate awarding a referral bonus ICP to the referrer for a successful hire? Or to include that award as part of the job offer? Having to add a manual step for the recruiter to notify someone in compensation to award the referral bonus would waste a lot of time. It also leaves a lot of room for recruiters to forget altogether, which would increase the number of calls to the service center asking where someone's referral bonus is.
