Unable to create VCN or Bastion host nor upgrade account

Hello,

I am using a free tier account (promo expired) and having the following issues:

Issue 1
Error when attempting to create a VCN using the web console (see attached image).

Count of CIDRs exceeds max limit: 0

The same error appears when the VCN is being provisioned using the cidr_blocks argument as outlined in the 
following Terraform documentation:

https://registry.terraform.io/providers/hashicorp/oci/latest/docs/resources/core_vcn

However the VCN Wizard on the web console will successfully create a VCN (along with the other resources).
Terraform will also provision a VCN without issue when using the deprecated
