How to attach a dynamic valueset with element input values

Hi All,

We have a requirement to attach employees dependents list in one of the element's input value.

This is for an ICP plan, so while selecting an ICP plan one of the input value should be the list of employees dependent.

Could you please suggest how this can be achieved?
