Document of records delivery channel in HCM Extract is not working.

I have created a HCM extract with document of records as delivery channel and when I ran the extract, it is successfully running but document is not published to document of records. I have followed the oracle document exactly with all the steps but still not working. Can you please check if I am missing anything.
