Tools for verifying that approval rule changes have been set up correctly

We are facing difficulty for maintaining the requisition approval rules.
Our customer plans to implement over 20 companies in one instance.
Currently, there are already 240 approval rules with only the requisition approval rules for 8 companies, and if the conditions of the approval rule is changed by the change request, it is very difficult to confirm whether the settings are implemented correctly.
Since only 8 companies are already in this situation, we are afraid that the operation will work well when over 20 companies are implemented.

Are there any good tools or reports for verifying that approval rule changes have been set up correctly?
