Configuring Descriptive Flexfield Segments With Expense Report Parameters

What attributes are enabled as flexfield parameters, and the syntax to be used in
the value set logic for the Expense Report?

I'm creating a new flexfied, in the Value Set Code condition, I need to put a parameter to bring the EXPENSE_REPORT_ID. But when saving the value set the system returns the error below, how can I create or use a system parameter?

 

The bind variable :{PARAMETER.EXPENSE_REPORT_ID} is not valid. (FND-2621)
In application 10016 and descriptive flexfield EXM_EXPENSE_REPORT_HEADER, the bind variable :{PARAMETER.EXPENSE_REPORT_ID} in the value set saldo2 used by global segment saldo is not valid.
