BI Report - Need to display Date Time in User TimeZone in excel template - But always displaying UTC

Trying to display Report Run Time in User TimeZone, but unable to do itContent
The requirement is to display the Date and Time in user Timezone. I came across few documents which say that the default setting is user Timezone and not the Sever Timezone. But the report always returns UTC time. In Report->Edit->Properties->Formatting, the setting is default as displayed in the screenshot.
