Once the Requisition is under negotiation flow, no one should have privilege to cancel/withdraw the backing requisition directly.

We found that the system is allowing the Requester to Cancel/Withdraw Requisition lines when it is already in a active Negotiation(Published). This creates Undesirable issues.

The system sends FYI notification to the Negotiation Owner whenever a Requisition(backing a RFQ) is Cancelled or Withdrawn. But if Unnoticed, the Negotiation owner will award and Completes the Negotiation with outcome Purchase document created(For eg. PO). now the Outcome purchase document i.e.for eg. PO will not have any reference of the Parent Requisition and this happens more often.
