Creating a report to list those Hired who have completed Onboarding

I wish to create a report within the Taleo Oracle BI that allows me to see who has been marked as Hired in Taleo, and also see if they have completed the Onboarding tasks as well.  This report will allow me to audit my locations to see if the candidate has completed the onboarding.  

The onboarding Transitions Center does  not allow me to export to excel, and it does not include those who were not sent the onboarding.  I need to know if the onboarding task was sent to the candidates.
